Pen Profile

Charles is JTP’s Partner-in-Charge of Collaborative Placemaking working with communities and stakeholders on a range of projects for the private, public and third sectors.  Since the Covid-19 emergency has devised and practised combinations of online engagement to run alongside more traditional forms of physical engagement to ensure that everyone is able to participate.

In 2019 Charles led the Vision for Liskeard Cattle Market Charrette for Cornwall Council, sponsored by MHCLG as part of their exemplar Charrette initiative and continues his involvement through the delivery phases. He has also recently led The Nicholson Quarter community planning process for Areli Real Estate to create a transformational new Vision for Maidenhead town centre; the Vision for Kendal whole town Charrette for Kendal Futures and; the Vision for Tampere West+ city centre Vision e-charrette for Tampere City Council, Finland.  He is currently working on a range of urban and rural projects including masterplanning Bailrigg Garden Village for Lancaster City Council.

Charles’ recent book entitled 20/20 Visions: Collaborative Planning and Placemaking' (RIBA Publishing) was a finalist in the Urban Design Group Book of the Year Award 2019. In addition, he has contributed to various publications, including drafting ‘Collaborative Planning for All’ (Civic Voice, 2015) 

Charles is an Academician of the Academy of Urbanism (AoU), a Design Council Expert Specialist and a Commissioner for the Glasgow Place Commission. He has spoken at a range of international conferences and seminars including: The AoU Quality Life, Beautiful City conference in Hangzhou, China; The American Institute of Architects Conference in San Diego, and; the National Planning conference in Reykjavik, Iceland.  In 2009 he travelled to San Diego to accept the International Association of Public Participation (IAP2) Project of the Year Award for Scarborough’s Renaissance.
