Paul manages the Low Carbon City Team within The Council and spends his time untangling government policy and weaving it into deliverable schemes that make a real difference to domestic energy use, carbon emissions, and fuel poverty.  He currently manages several programmes within Plymouth that deliver results on all of these issues, including the Climate Emergency Action Plan. Paul has worked in the domestic energy efficiency field and low carbon solutions area for over 10 years now - both at Plymouth City Council and more recently  as vice chair of the National Association of Local Energy Officers.

Passionate about integrating the Low Carbon, Public Health, Fuel Poverty and Community Energy agendas, Paul believes that there is scope and opportunity to bring these issues together through addressing the Climate Emergency.
